Climate change is challenging the wayutilities plan and design their infrastructure.The variability of climate change repercussionsadds new uncertainties to the fundamentalassumptions of infrastructure engineering.Utilities are faced with the prospectof modifying existing planning and designpractices to address the risks presented byclimate change; however, the difficulty liesin determining for which climate risks utilitiesneed to plan. This article evaluates thepotential effects of climate change on waterutility planning and design through surveyand case studies. On the basis of these findings,various strategies for adapting to thewide range of projected climate changeimpacts are discussed. A general frameworkfor evaluating the effects of climate changeon facility planning and design is also presented.This framework helps utilities identifywhich aspects may be sensitive to climatechange as well as options that can beused to reduce the risks associated withclimate change uncertainty.
