Much of the guidance issued to the water communityon chlorine security has been limited to considerationof chlorine within its immediate control, i.e., chlorinealready on site or chlorine as it is being deliveredto the utility gate. However, a much more significantrisk represented by chlorine is its diversion en route.Although it is true that the vendor has primary responsibilityfor the chemical's security during transport, theauthor argues that it is particularly incumbent on thewater sector to proactively enhance chlorine security,given that more than 90% of the deliveries of chlorinegas are made to water and wastewater facilities.The article proposes two measures representingminimal cost and effort that the water communitycould adopt to reduce chlorine vulnerability duringtransport. First, require chlorine vendors to demonstrateimplementation of The Chlorine Institute'ssecurity management plan. Second, schedule specificdelivery times with the chlorine supplier that ifmissed, would trigger notification of law enforcementauthorities. Includes 15 references.
