By moving from a reactive (consumption-following)to a proactive operating strategy using short-termconsumption forecasting (STCF), utilities can savemillions of dollars in energy costs. Accurate forecastingtechniques and tools are required to realize thesecost savings.Short-term consumption forecasting systems atfour water utilities as well as developed prototypesystems at five water utilities were studied. Variousforecasting methods were also studied and accuracybenchmarked. These nine utilities comprise numerousclimate zones and varied customer demographicsthroughout North America. Electric utility experiencewith short-term load forecasting is alsopresented. Observations and lessons learned arepresented. Further recommendations will be publishedby the Awwa Research Foundation in a futurereport. Includes 10 references, tables, figures.
